Between ca. 336 and 324 B.C.E., state revenues to Athens approximated 1,200 talents per annum. As regular income, this was a sum unprecedented in Greek history. Such revenues again allowed for state pay of an imperial scale: for political and judicial service, for work on a building program, and for naval service. But for Athens, a precondition to sustained prosperity was acquiescence to the Macedonian peace. The thesis here is that the demos, long habituated to the practice of state pay, (...) but without much subsidy for most of the fourth century, voted acquiescence. Political leaders, including Lycurgus, to preserve status, yielded to the demos, at the same time overseeing a program of civic renewal that may have helped veil the reality behind the prosperity. He anchors his case with an excerpt on the delight of the sublime from Edmund Burke’s aesthetic theory in A Philosophical Enquiry. By contrast, this essay considers violence and warfare using not the Burkean sublime, but instead the beautiful in Burke’s aesthetics, and argues that forming identities on the beautiful in the Burkean (...) sense can ultimately shut down dialogue and feed the lust for violence and revenge. What is kitsch? The varieties of phenomena which can fall under the name are bewildering. Here, I focus on what has been called “traditional kitsch,” and argue that it often turns on the emotional effect specifically captured by Edmund Burke’s concept of “beauty” from his 1757 'A Philosophical Enquiry into the Sublime and Beautiful.' Burkean beauty also serves to distinguish “traditional kitsch” from other phenomena also often called “kitsch”—namely, entertainment. Although I argue that Burkean beauty in domestic decoration (...) allows for us to see “traditional kitsch” as resting on natural and even healthy impulses, I also argue that an all-too-common political function of traditional kitsch directs it to dangerous ends. In this study, an attempt is made to understand why Burke at the same time refers to the natural law and to the principle of inheritance as moral standards for the human will. Indeed, the latter principle implies reverence to a particular tradition, whereas natural law is a universal standard, binding all people. First, the meaning of the principle of inheritance in Burke's critique of the French Revolution is explained, and next the conception of the natural law he (...) implicitly adopts. In the latter, the close link between the doctrine of the natural law and the doctrine of prudence deserves our particular attention. It is the task of prudence to give concrete form to the natural law in a way of life and a constitution, by adapting it to the concrete circumstances of a particular society. For Burke, however, this adaptation is the work of the practical reason of many generations and many individuals. Man's individual reason is too limited to invent a good social order. The latter is rather the unintended consequence of a process of bargaining and accommodation. It is thus wise and natural for Burke that people bend their eyes to the tradition as to an instantiation of the natural law. In normal circumstances, individuals do not need to appeal immediately to the principles of natural law. In the next section then, it is shown that it is Burke's conception of Providence which enables him to believe that the tradition represents here and now the natural law. Moreover, the practical substitution of the natural law by the principle of inheritance affects Burke's understanding of prudence. Prudence no longer receives its moral direction in the first place from the natural affections but from the prejudices. The habituation to a way of life and culture provides people with a practical knowledge of what is good here and now. They learn to act in a habitual manner without needing an abstract and universal theory. According to Burke, only 'narrative discourses', interpreting and articulating the 'spirit' of the constitution can have some meaning for the practical direction of our lives. The study ends in an interrogation of this last point. Doesn't a community ever need a universal and abstract theory in order to go on living as a moral community ? And what can it expect from such a moral, c.q. political theory? (shrink)

This essay examines the ways narratives succeed or fail to provide a life with structure and direction, as exemplified in Louisa May Alcott's "Little Women" and George Eliot's "Middlemarch". Whether a narrative can be a moral compass depends on the presence of what Eliot calls "a coherent social faith." The debate between Edmund Burke and Thomas Paine provides a framework for my analysis of the problematic status of such a social faith in the modern world. This target article draws together two groups of experimental studies on the control of human movement through peripheral feedback and centrally generated signals of motor commands. First, during natural movement, feedback from muscle, joint, and cutaneous afferents changes; in human subjects these changes have reflex and kinesthetic consequences. Recent psychophysical and microneurographic evidence suggests that joint and even cutaneous afferents may have a proprioceptive role. Second, the role of centrally generated motor commands in the control of normal movements and movements (...) following acute and chronic deafferentation is reviewed. There is increasing evidence that subjects can perceive their motor commands under various conditions, but that this is inadequate for normal movement; deficits in motor performance arise when the reliance on proprioceptive feedback is abolished either experimentally or because of pathology. During natural movement, the CNS appears to have access to functionally useful input from a range of peripheral receptors as well as from internally generated command signals. The unanswered questions that remain suggest a number of avenues for further research. (shrink)

This volume of The Writings and Speeches of Edmund Burke continues the story of Edmund Burke, the Rockingham party in British politics, and the American crisis. By 1774 Burke was already recognized as a master of parliamentary debate and an accomplished writer. By 1780, however, his reputation was to have risen substantially. Probably the most important single reason was his Speech on Conciliation with America, which was presented to the House of Commons in March 1775, (...) published, and circulated to a wide audience on both sides of the Atlantic. In that speech, Burke used the full force of his intellect and eloquence to set out the Rockinghams' first comprehensive plan for achieving lasting peace in the Empire. The public commendation he received helped him to gain recognition for offerings such as his second conciliation proposal in November 1775, and his Letter to the Sheriffs of Bristol in 1777. It also gave him some of the confidence he needed to announce the Whig party's historic conversion to a moderate reform programme in his celebrated speeches on economical reform in 1779 and 1780. Numerous writings and speeches in this volume are transcriptions of previously unpublished manuscripts from the collections at Sheffield and Northampton. These allow the reader new insights into the workings of Burke's mind not just in relation to the major political issues, but also to a multitude of engaging subjects such as education, capital punishment, religious dissent, and the return of the Rockingham Whigs to government power. This key volume specifically completes the collection of Edmund Burke's Indian Writings and Speeches which is set within the series, and is both an exposition of Burke's views on India from his coverage of the Hastings trial, and his views on maintaining the rule of a universal justice. The texts for the items, which have appeared in previous editions of Burke's Works, have been reconstructed, largely by the use of manuscripts. Indeed many of the shorter speeches (...) appear here in print for the first time. The volume includes a key speech which introduced one of the main charges in the trial of Warren Hastings on an impeachment from 1789-1794, and an important report on the conduct of the trial. It closes with the enormously lengthy and significant speech in which Burke summed up the prosecution's case over nine days. However, this volume is not only a full exposition of Burke's views on India but contains much of great interest about other aspects of his thought. In particular, Burke saw himself in these years as being engaged in a battle against the lawless disruption of society, both in Europe and in Asia, in order to maintain the rule of a universal justice, a main theme of this volume. Volume 1 of the Writings and Speeches of Edmund Burke presents Burke's early literary writings up to 1765, and before he became a key political figure. It is the first fully annotated and critical edition, with comprehensive notes and an authoritative introduction. The writings published here introduce readers to Burke's early attempts at a public voice. They demonstrate in a variety of ways how determined he was to become involved in the social and intellectual life of (...) his times. The one work of Burke's early life which has long been recognized as having prime critical significance, the Sublime and the Beautiful, is naturally found here. In addition the volume includes the first fully edited version of other works which have been neglected, notably the Vindication of Natural Society, a substantial satire on current philosophical and religious thought, the Abridgement of English History and the Hints for an Essay on the Drama. The volume also prints reliable texts of his early poems and prose `characters' as well as the first complete text of The Reformer since it was first published in 1748. His main preoccupation during this period was, of course, the French Revolution and the progress of the war against France. Part II contains Burke's writings and speeches relating to Ireland. From his entry into political life, he was intensely interested in Irish problems, religious, economic, and constitutional, and in Anglo-Irish relations. Fervently believing that Great Britain and Ireland should be partners within the Empire, in his last years he was deeply disturbed by the influence of the French Revolution on Irish politics. This volume continues the story of Burke and the affairs of the East India Company which was begun in Volume V. By 1786, Burke had fixed on Warren Hastings as the main culprit for the abuses that seemed to him so glaring. He greeted Hastings's return to Britain with a parliamentary attack which culminated in a trial by impeachment in the House of Lords. This was to be one of Burke's major preoccupations for the rest of his (...) life. The material presented in this volume covers two years of proceedings in the House of Commons and the first session of the trial in the Lords. Its highlights are two great set-piece speeches delivered to the Commons, which can be reconstructed from manuscript material as well as from contemporary reports; and the four-day oration with which Burke opened the prosecution before the Lords: for this a complete verbatim shorthand record exists. The material in these and other speeches is not only central to an understanding of Burke and India, but to his moral and political thought as a whole in the years immediately before the outbreak of the French Revolution.
